Citizenship

Turkey welcomes foreign investors to apply for citizenship by investment program. With (b) prepended to the first paragraph of Article 12 of the Law No. 5901 promulgated on July 28, 2016;

  • Those who obtain a residence permit further to (j) of the first paragraph of Article 31 of the Law No. 6458, by investing within the scope and amount determined by the President
  • Foreigners holding the Turquoise Card

may acquire Turkish citizenship based on the resolution of the President of the Republic of Turkey.

Scope and amounts determined as per the new regulations published in the Official Gazette on September 18, 2018 are defined below. Foreigners who meet any of the following criteria may be eligible for Turkish citizenship, subject to the decision of the President of the Republic of Turkey:

Made a minimum fixed capital investment of USD 400,000 or equivalent foreign currency or Turkish lira, as attested by the Ministry of Industry and Technology

Acquired a property worth a minimum of USD 400,000 or equivalent foreign currency or Turkish lira with a title deed restriction on its resale for at least three years, as attested by the Ministry of Environment and Urbanization

Created jobs for at least 50 people, as attested by the Ministry of Family, Labor and Social Services

Deposited at least USD 400,000 or equivalent foreign currency or Turkish lira in banks operating in Turkey with the condition not to withdraw the same for at least three years, as attested by the Banking Regulation and Supervision Agency

Bought at least USD 400,000 or equivalent foreign currency or Turkish lira worth of government bonds with the condition that they cannot be sold for at least three years, as attested by the Ministry of Treasury and Finance

Bought at least USD 400,000 or equivalent foreign currency or Turkish lira worth of real estate investment fund share or venture capital investment fund share with the condition that they cannot be sold for at least three years, as attested by the Capital Markets Board of Turkey​​

TURKISH CITIZENSHIP BY REAL ESTATE INVESTMENT

Natural persons of foreign origin are granted the right to acquire Turkish citizenship by means of exceptional procedures upon purchase of real estate worth USD 400,000 and more. For this purpose, foreigners:

  • Shall purchase real estate worth at least USD 400,000
  • Shall state, in the application for acquisition, that they purchased the real estate for this purpose, the title deed should state this purpose, and the foreigner shall declare that they shall not sell the real estate for three years in the section of the form where declarations are made.

Once the land registry procedures are complete, the foreign national may apply to the relevant administrations to claim the right of residence or citizenship by submitting the certificate of eligibility to be issued for the owner.

STEP 1:

CHOOSING A PROPERTY IN TURKEY

  • You can apply for Turkish Citizenship after purchasing a property in Turkey minimum amount of 400.000 USD or equvalent Turkish Lira.
  • The property can be an apartment, office or shop, can be completed or under construction. The important point is property has to be eligible for citizenship, as having construction servitude or title deed. We will guide you to choose the right property.
  • You can purchase a single unit or multiple units with total amount of 400.000 USD
  • You can purchase a unit with a partner. (for example; you can share a unit which is worth of 400.000 USD as 50% – 50% with your partner.)

STEP 2:

OPENING A BANK ACCOUNT & OBTAINING TAX ID NUMBER

  • To make any commercial transaction in Turkey you have to have a TAX ID number. Can be received from nearest Tax Office or applied online with your passport.
  • A bank account in Turkey will be needed during purchasing process. Passport, TAX ID number and an offical document which shows your residence address will be needed.

STEP 3:

PURCHASING PROCESS

  • Property amount has to be sent from buyer bank account to the directly seller bank account, to be supported by bank receipt.
  • Who buys the property can apply for citizenship. Therefore only buyer who is going to apply for citizenship can transfer the property amount.
  • An official valuation report of the property will be done by a registered appraiser. This report is a mandatory document which is asked by government for citizenship process in order to confirm the property value is not less than 400.000 USD
  • With necessary documents we take appointment from Land Registration Office and finalize the transfer of the deed.
  • Title deed or notarized sales promise agreement will be annotated as “can not be sold for 3 years”, but you can use or rent it during this 3 years.
  • Land Registration Office gets approval from Ministry of Environment and Urbanization and gives “Certificate of Conformity” for citizenship application.

STEP 4:

CITIZENSHIP APPLICATION PROCESS

  • Due to citizenship process initially a residence permit application will be done for the applicants.
  • With necessary documents, citizenship application will be sent to Directorate General of Migration Management and whole process will be followed by our lawyers with Ministry of Internal Affairs, General Directorate of Population and Citizenship Affairs, Directorate of Foreigners Department through Ministry of Environment and Urbanization and Land Registry Office
  • Applicant’s spouse and children who is under 18 years old will also be granted as Turkish Citizenship.
  • Process will be completed in 1-3 months period.

STEP 5:

GETTING TURKISH PASSPORT
AND ID

  • If you are in Turkey we get your appointment from related government office for finger print and get your ID and Passport.
  • If you are not in Turkey we send you the necessary documents and you can get your ID and passports from the Turkish Consulate in your own country.
